No amount of funding or legislation can increase the speed of the creative process of innovation; it can only give resources to achieve to those that already have the knowledge of how to make the next leap into a truly new technology. Funding research only assumes that it will be spent properly and it is a gamble of how much time and funding will it take to reach a new milestone. The real question here is 'is it possible to increase the speed and intelligence of the population's minds so that the combined result of their skills & creativity establishes a steady upward trend in technological innovation?'
So many famous faces were in this movie before their careers took off. Jeremy Piven, Perrey Reeves, Simon Helberg, Ellen Pompeo, Elisha Cuthbert and then of course you for the ones who were already known like Will Ferrell, Vince Vaughn, Leah Remini, Luke Wilson, Sean William Scott, Andy Dick and Snoop Dogg....man what a star studded movie.
They stick together- cast in same movies often too. Life is an extension of high school- often less about skill and ability and very much about popularity contest and cliches- even in your office. Sport, like Football are more honest. You make the cut on raw ability backed by stats.

Yes I admit all of the cases where people started in their garages and then expanded into technological empires does put a damper on my point. But I believe software development is an exception in the field of technology with regards to funding. You have these extremely smart people (your Gates'/Zuckerbergs') who have amazing skills in software development, there is no limit to what they can do. You don't need money, if you can code and are very smart/creative the sky is the limit.
The market for new technologies is only as vast as the resources being put forth to further the research and development in the market. So even if it is potentially infinite as you say, if the scientists and pioneers of the field are not getting sufficient resources to continue its development it could run into a wall, or become limited as he said. Assuming his source is reputable it's a good point. But no argument is perfect.

I think it is the rest of the technological market which requires the funding/resources as a necessity to carry on. Computing/software probably account for a large amount of the market, but there must be numerous other areas which don't have the same advantages.

If I were acting as proxy to the other team's captain instead of Carville, I would have questioned the source of this recent research, and offered a counterpoint that the history of innovation has proven that the market for new technologies, and innovation itself, is virtually infinite, as new technologies lead to new markets, and often create them, note the vast new virtual economy created by Facebook and Zynga.
