Again, you, like most people, are comparing apples to oranges. There is NOTHING to be gained evidentially, by rushing officers to the scene of a single burglary in a hurry, where the offender has long gone, it’s utterly pointless. Forensics won’t usually attend unless there are clear prints on a specific surface, like a glass pane, you are not going to get prints off a door handle, or a cupboard door. Additionally they won’t even attempt to get prints off anything outdoors, as it will have been contaminated by any rain, dust, dirt, etc. As such nothing is lost evidentially by scheduling it either for an appointment in a few days time, or attending within the hour. In the force I work in, these type of calls usually warrant a response within 1 hour, unless there are calls stacking and literally nobody will be free for the next x amount of hours.
On the other hand, dealing with a prolific shoplifters who steals on a daily basis, when they are clearly free and available on routine patrol, makes far more sense. If they were on scene at a murder, or an RTC, and no other unit was available, they would not be deployed to this call.
As a general rule of thumb, if there is a unit free, even for a break in, where the suspect has long gone, officers will usually attend. Just because they didn’t attend in your case, and they did in this scenario, doesn’t mean the two go hand in hand.

because it’s your responsibility to keep your phone and wallet safe, if you sell confectionery items at a small business there is absolutely no way you can stuff them in your pockets or prevent people from stealing it. Pick pockets are the exception, but most of the time there is sophisticated software that these thieves have to delete/swipe all content from the device so it becomes impossible to track. There isn’t much the police can do even if they do have a location, because iphones don’t record gps location by square meter like they claim to. it’s also impractical to ask neighbours of the last location because they may not know about the list items/ may lie about knowing where it is 🤷‍♀️ this guys been causing havoc in the same shop everyday, that’s a very easy alibi to work with

Box of single unit chocolate bars can easily be worth 50 quid, if he's stealing a few times a day then that adds up, let's say he goes in morning and night for 5 days, stealing the same sort of item (around £50 value per theft), he walks away at the end of the week with 250 pounds minimum, assuming he isn't targeting multiple shops and people's homes as well, and that he takes the weekend off from shoplifting.

I once spoke to a security guard working in an Apple store in a busy shopping centre mall, in south east London. He told me that the apple store manager informed him and his two other colleagues that if someone came in, and stole a new £1300 iPhone 12, they were NOT to attempt to detain them, and just let them go. They were told they could call the police if they wanted, but were not to try and stop the offender making off. Essentially they just hired 3 blokes for a smallish store to deter people, and nothing else. Us police were regularly patrolling that area as it was in the run up to Xmas last year, so it’s not as if we didn’t bother turning up. Seemed rather strange to me.
