Kind of sounds like a lot of hoops. Veteran discount at Lowe’s seems like a better tool for me but maybe you could do a comparison? That might be an interesting research/content project.
I've heard a lot of good things about the Lowe's programs, but I haven't really explored them, just due to the fact that there isn't one very close to any of my investment properties. I literally have a home depot within a half mile of each of my 8 multi-family properties (they are different home depot locations), so Home Depot is my default out of convenience, not really a strategic choice I consciously made. I really appreciate the comment and I will try to look into it at some point.

They don’t want it submitted online! They will decline your submitted. They can pull the original receipt in their system, they want you to mail your receipt. Basically the online is to get your information!! I called that scam!!
No, I’ve submitted at least 50 receipts online and have received gift cards in the mail, directly from Home Depot.
The 11 percent rebate only works if there is a Menards store near the Home Depot store. Also, if you use a military discount or any other discount or coupon you cannot receive the 11% off.
Yes, there are restrictions, but if you qualify it’s a nice discount/rebate!

Was really excited about the 11% until I found out it is at participating stores only. Closest one is over 600 miles from me.
So sorry to hear that. All the Home Depot’s in the Chicagoland area seem to be participating, so I’ve been getting a bunch of rebates this year.
Not sure if Home Depot changed their rules, but none of my purchases showed up as credit towards the perks. On the Home Depot website it said "Qualifying Perks Spend Includes transactions made with Pro Xtra ID or registered tender used at time of checkout.Prior transactions will not be included. Excludes taxes, shipping fees, returns, and gift card purchases." Kind of feel duped by HomeDepot since I've had the account, spent tons of money there, but never actually had the credit card I was using linked to the account. Am I misunderstanding how you can scan in old (12 months old or less) receipts to get them counted towards perks?
I think the older receipts won't be accepted. I'm not sure of the time frame, but recent receipts can be added, so you do unfortunately need to keep current.

Do you have to get a pro xtra credit card as well when you sign up for the pro rewards program or can you sign up for it without having to have any Home Depot credit cards at all?
You don’t need a Home Depot credit card. I have a separate credit card for each property I own and don’t use the Home Depot card.

That would be nice, I agree. It’s annoying to jump through the hoops to get the savings.
Add to that, it would be nice with some decent service. At the Home Depot I used to buy from, the prices are higher and when I finally find someone, chances are that he has no clue when a "2x4x8" is. I now spend my remodeling money at Menards. Not a big fan of them either, but at least I can get some answers.
