It's likely the rain shadow effect! The trade winds come from the northeast, and the clouds lose moisture as they get pushed to higher and drier altitudes passing over El Teide. Once they get to the south there's not much rain left in them. We can see this phenomenon in a lot of mountain ranges, such as the Andes, where one side is more lush and the other is more dry depending on where most of the wind comes from.

For anyone curious: humid air travels towards the first side of the mountain and then gets pushed up the slope. As it travels higher, it cools down and condenses causing fog and rain. This means no humid air passes to the other side of the mountain which is why there are no clouds at all.

    It’s called “up slope fog.”
If you make humid air go up a mountain close at some point the air will reach its “dew point,” which means at the altitude at that temperature the air can NOT hold anymore water vapor( invisible water/evaporated water or what we call humidity), since the air can’t hold the water vapor anymore at the temperature, we start seeing it turn from water vapor to visible moisture. Basically it goes from the evaporated state back to the original state as a tiny liquid droplet. The reason it stays up is cuz it so light that the air can hold it up, cuz it super light, until these start colliding with each other and becomes bigger droplets and fall back to the ground either as rain or evaporate again as they fall into warmer air!

The same thing happens to the entire South Island of New Zealand. It is a long island perpendicular to the Roaring Forties, a prevailing wind blowing west to east, about 40 to 50 degrees of southern latitude, from the Indian Ocean, picking up rain as is passes below the southern coast of Australia, then slamming into the South Island. Most of the rain, sometimes over ten feet per year, then falls on the West Coast of the South Island, while most of the East coast is very dry, only relieved by southerly rainfall from Antarctica.
NOTE ON REGIONAL NAMES IN NEW ZEALAND
    a) in New Zealand English we precede geographic regions with the definite article "the"
    b) we don't really think about it, here, but most of New Zealand regional names are oriented to the compass and their geographical position
    c) the northern-most island is called The North Island,
    d) the middle (largest) island is called The South Island
    e) the smallest, southern-most island is Stewart Island [named for an early 19th C. whaler captain]
    d) the northern-most province of the North Island is Northland
    e) the northern-most point of land in Northland is called North Cape
    f) running south to north up the western coast of the entire length of the South Island, are the Southern Alps.
    g) the most easterly point of land of the North Island is the East Cape
    h) the southern-most province of the South Island ( which includes Stewart Island) is called Southland [fun fact- I was born and raised there]
    i) the western-most province of the South Island is called Westland
    g) if you want to refer to the entire coast of the island you are on, i.e. the coast nearest Australia, we refer to them both as the West Coast. Context determines the West Coast of which island. If no context is given, we mean the West Coast of the South Island.

I recognized this tunnel the second I saw the first seconds. I've driven through that one so many times a couple of decades ago while I was living there. In the past it was a 2-way tunnel. Apparently now it's not. The locals call it "el túnel del tiempo" (tiempo is a way of saying "weather" = "clima"), because you can change it by going through it. It suffices to say it's not something specific of La Palma. At Tenerife you also have several micro weather conditions many times a year and you can change yhe weather and temperature by driving a bit.
