Growing up, I noticed how 'head shops' were legal and good business. The question arises "Have you ever seen ANYONE use paraphernalia from a head shop for tobacco or any 'legal' substances?" . . . I never have. That would be a strange sight seeing someone break up a cigarette just to put it in a bong or a glass pipe. Cities collecting taxes on these 'head shops' can determine how much 'illegal' drug activity is going on by how much business it is doing in our communities. They can use this data to determine how well our prison systems should be budgeted.

Sweet deals!? [2 years] . . . what a system. California is a factory for prisoners. The thinkers who set up the infrastructure designed it for success. Last count I did was 33 adult prisons in California. This is a huge financial budget to keep them all running. . . not to mention the youth prisons. Notice how quality teachers are not 'paid' well to educate our people. But once in prison, you find a 'teacher' getting paid well. . . .too little . . . too late. We have to stop taking the bait they set for us. We have to keep those prisons empty so the funds have to go elsewhere. Look how old some of our prisons are. I was shocked at how old some of the youth prisons were. They keep all these prisons well funded because they welcome our children. I have noticed that in the juvenile 'camps' they do not teach our children how to be successful in scholastic activities. They train them to fight fires. Why? Because they expect our children to graduate to prison life where they can offer them a 'sweet deal' if they fight California's wildfires. . . .what a system! G-d bless you. My prayers and thoughts are with you. To G-d be all in the glory in Jesus' Name.

In the 90s California, teens aged 14 and older who were charged with certain serious offenses could be sent to adult court (tried as an Adult). Young teens charged with murder and some sexual offenses are automatically transferred to adult court. The law has changed and now it's 15 and older can be tried as adults.
