Yeah same thing. The Japanese companies call them spinner handles in their literature. I think that it might have been an early name for the tool (~1920’s) that went out of fashion in the west at some point.

Yes it’s the same exact handle design.

JIS is not Phillips.
That’s correct. Nepros labels this bit socket as Phillips #2 and not JIS, so I assume it’s made with Phillips geometry, but I don’t know for sure.
