I am from the future I am gonna tell you this: Probbably it will cost you less to order a unique made for you neon sign than to buy gas and glass and bend it and stuff. Ijs
Good luck man. But neither of those gases are effective in neon. Krypton doesn't show anything by itself and xenon needs mercury which isn't making neon light, its xenon. you need argon, neon, helium and carbon dioxide to name a few. bending the glass and getting the gas in is hard and dangerous, then you have to buy a very expensive and even more dangerous transformer.
You first need a high voltage neon sign transformer. They go for around 50-100 or so US dollars, and can output 5-30 thousand volts(lethal in certain circumstances) then you need to know how or know someone who can glass bend professionally, it’s a really hard task and will require a bit of training depending on the shape of the bend. Then you need to do a bunch more steps that involve mercury, perfect vacuuming out the tubes, soldering, and a bunch of other more complex tasks. Look up stuff on it, it’s difficult but if you know enough, you can do it.(or just buy one :D)
First , learn to become proficient in glass bending. Then you are going to need a good quality vacuum pump , valves, and gauges, cylinders of helium, neon,. argon, tank regulators, gauges, more valves, material to make the electrodes, high voltage wire, high voltage neon transformers, etc.

JuleZ P can’t be, it’s a transformer that resonates at 60Hz audio frequency. You could try and muffle it maybe with cloth and electrical tape thouth
