In regards to the tax situation- perhaps this varies by state- I'm Washington- but you only get tax exempt if it's a wholesale, meaning business to business, and that's only if they are reselling to someone else. In my case as a roofing contractor- regular customers are not exempt but builders doing custom projects are because they are simply passing the sales tax burden onto the final consumer (builder's client). And yes there is a special permit for it. If a supplier won't give better pricing without the permit then shop around. Lots of contractors in my area don't get the permit because they don't want the extra paperwork but still get better prices from the suppliers because of volume/repeat purchases.

under normal circumstances (not exposed to hundreds of degrees), EPS shrinks about 2% over decades. but with wide enough temp swings, it can shrink/swell cycle almost as much. although it shrinks immediately after being formed, products are typically aged in-house a few days before moving on to next mfg step or to market. this isn't really an issue anymore, with a wide array of glues/tapes/mastic/sealants which hold exposed/butt joints.
