if you make a skyscraper... then delete a block under it so it falls on its side... you can increase the width of the base and make it easier to balance :D
I think you were on the right path, you should probably use houses on top of the uneven buildings in order to make a higher flat top for them as you were trying to do there in the end.

A little advice. Build in layers. The layers on the bottom are always apartments, offices, and power plants. Build new stuff, like schools on top of it. Then remove the school, add another layer, and then place the school again. It works pretty good, most of the time. It could be, that one big building is heavier than another one and then you need fast reflexes. But besides that, it works. Well, at least for me.

Jack, it looks like the trick to this game is to move stuff that can't be stacked on to the top as your city gets larger. Move the energy towers and other buildings you can't stack on to the tops of the other solid, level buildings as you build higher. Then you'll have room in those places to set down other level buildings you can stack on.
