In addition to the explanation in the video there is also a couple of other slightly more practical examples shown here, the drag bike near the start is using a ignition cut rather than fuel cut 2 step rev limiter (so fuel is allowed through the cylinders and burnt in the hot exhaust - this helps keep the turbo spooled whilst holding the rpm at a set point) and the two Rods with open headers that are shown are likely running nitro methanol as fuel, this when is often used at a near 1:1 af ratio and as such unburnt fuel is just burnt up by the hot exhaust (under load this makes sense, they aren’t really designed to idle)

On old cars, with carburators and no catalytic converter, an old school way of doing exhaust flames was to put a switch in that would cut the engine coil and run a coil hooked to a spark plug in the exhaust (with a simple timing circuit to flick the coil on and off to get a spark). Youd rev the engine, keep your foot down, and hit the switch. Since the engine plugs are no longer sparking the kinetic energy in the spinning crank makes it act like a pump shoving air and fuel down the exhaust, when it hits the spark plug at the end of the exhaust you get a nice pop and crack with a bit of flame out of the tips. You have to be careful though, as you can blow out your mufflers this way.
These are using some sort of injector system to spray fuel directly into the exhaust pipe near the tip. Fuel is supplied either from the fuel supply line utilizing the cars normal fuel pump, an auxiliary pump fed from the normal fuel tank, a separate auxiliary pump and tank, or possibly propane from an LPG tank. You may also need to inject air into the exhaust pipe also since the gases coming from the engine will for obvious reasons be oxygen depleted. Some vehicles have a 'smog pump' used to blow fresh air into the exhaust at the headers to allow the catalytic converter to heat up quicker for environmental reasons (its 25lbs of effectively useless equipment since once the caty is up to temp the pump shuts off and stays off....IMHO negating any benefit to environmental friendliness from the converter being at temp 5 minutes faster by carrying the extra weight of the smog pump system....). Add a spark plug to ensure fuel lights and stays lit, and there ya go, cop attractant flaming exhaust.
The style that is throwing pillars of fire uses a more directional nozzle, coupled with a higher pressure pump, or higher flow nozzle/valve if LPG (of course LPG would be a different fireball than liquid fuel, though typically LPG based fire pillar emitters use canisters that draw liquid instead of the gaseous propane for a more impressive rolling fireball) to spray a more concentrated stream of fuel up into the air for a big tall plume.
