Craftsman Platinum 7.25 Lawn Mower Won't Start (Dirty Cylinder Head Won't Turn Over)

This Craftsman Platinum 7.25 190cc push mower has been pretty finicky the last 2 years, and my troubleshooting leads me to believe it may have a stuck exhaust valve. Maybe, if I remove the oily gas deposits and all of the carbon in the cylinder and pistons, it'll repair the problem with it not starting.
I previously disassembled and cleaned the carburetor on my own Craftsman Platinum 190cc Briggs & Stratton lawn mower. I also put in a new spark plug, drained the gas tank, added new gasoline, and changed the oil. This one belongs to a friend and he thought that maybe this one was also a dirty carburetor. It wasn't! So, for more information: in this video, I demonstrated how to remove and clean the cylinder head, brush and clean the intake and exhaust valve stems, make sure the cylinder piston is able to move, and how to replace the head gasket and cylinder head with a 12 ft-lb torque wrench setting.
