That's some SERIOUS collection of prototype hardwares you got at there,really impressive stuffs.
Now the mainboards are extremely awesome. Never believed they even exist. Every time i start to think that i have seen basically everything, you prove me wrong with a new video. Keep it up :)

One other thing, the Via c3 at 400mhz is an 800mhz chip, the board defaults to lower values when you reset the bios as a safety measure
Maybe runs in some power save mode.
Intel Atom N270 (t. 8:50 ) i´ve got in old mini laptop, it has 1 core/2 threads. It´s interesting, that this processor been on these prototypes.

Your Oktoberfest board might use that screwy AMD ATXGES power supply that the Tyan Thunder K7 S2462 Dual 462 board did.
I have these Tyans 2x sA boards too and working with random PSUs without problems. Who knows where's problem.
Maybe its because you are using a PSU with a weak 5V Rail? Socket A needs at least 25 to 30 Amps.
That could be the problem. Its sometimes even hard to fire up a single Socket 462 CPU board with a newer PSU. The older ones had much more power on the 5V rail, but these modern ones are too weak there.
I think this board is dead or need special trick for turn on. PSU in video is 550W with 25A at 5V wing. I tried server PSU 700W and nothing change.

That sure looks like a K6-2 on that AMD dual board. I wonder if it might be a K6-IIIE? I also wonder if the empty chip socket next to the (apparent) built in CPU might have something to do with the board not working?

very cool shame the dual cpu board doesnt work, can you imagine if you got hold of one of these boards like a year or more ahead of official release.
Please send the AMD Dual Board to someone who can fix it. Maybe Louis Rossmann. Maybe Eli Tech. Both know a lot about hardware

They will either keep it (because this should not be in his possession, only AMD engineers should own stuff like that) or they would reject it because they can't do board-level repair. They just make CPUs, chipsets and GPUs (not graphics cards - only the actual GPU itself).
Of course, I know that. This was just for fun:) but I think First step is checking the voltages, like on laptop which don‘t Turn on

The dual AMD board is designed for AMD athlon MP CPUs, never seen any back in the day and i don't know if it would work with the standard athlon XP chips

Did you try the ES LGA 775 CPU on a board? A quick google search of the S-Spec ends into a posible Pentium 4 651 ES, but i'm not really sure if is really true or not, some user who posted the same model in chipdb.org mentions is a Pentium 4 651 ( www.chipdb.org/img-intel-pentium-4-651-3.4g-800mhz-2m-775-hh80552pg0962m-qqh0-es-5313.htm ), also not sure if is really QQH0 or QQHO, CPU world reports QQHO as a Pentium 4 651 too ( www.cpu-world.com/sspec/QQ/QQHO.html )

are you recording the bios screen with lights off? or by using capture card? if you will doing this a lot, maybe avermedia card will be helpful
Both ways only with camera. In BIOS is OK, boot screen with black theme not OK. I'am still fighting with this. Capture card is way but need second PC. Maybe in future.
clever way in dark :) avermedia have option for recording directly on sd card or by using another pc, i bought that cheapest one but not tested yet

That 775 engineering sample CPU is a Pentium 4 651 Cedar Mill. You can check the part number (HH80552PG0962M) on cpu-world.com. Bought a very cheap "unknown" CPU once which I knew was a QX6800 engineering sample by searching up the part number
