My friend found if you expand your economy at a rapid pace, you can continually be taking on debt and the max loan will go up either equal to or faster than you're slipping into debt.
There's also a mod that shows how much your debt ceiling has grown last week. Sadly it only shows the last week and debt ceiling growth tends to fluctuate a lot especially early on. But still helps me somewhat guesstimate how much deficit I can afford. Don't try deficit spending as an unrecognized power though. Interest rates WILL demolish you.
