how were you able to turn on enemy target cast bar like in the teratotaur section?

HUD Layout > Target Info > Click the gear > Display Target Info Independently
Then you can adjust settings for Target Info (Progress Bar)

The timing for this video is impeccable. I've just transferred from from the Immortal Flames to the Maelstrom, and the hunting log requires that we kill enemies in this dungeon LOL
