It's just because the current era ones are granted sentience like living things that makes them look weak and unable to use their full powers due to emotional limitations. Even Mobius got surprised when learning the fact that there are two more Herrschers besides Mei that rebelled against Will of Honkai.

Chapter 22 explains a bit that the previous era was far more rational, cold and scientific as opposed to the current era where people are driven by emotions, and this difference seems to have influenced the Honkai/Herrschers.
Remembering that the Current Era's Herrscher of Domination is afraid of Mei becoz as a Herrscher, her power is far surpassed HoD that they had to kick Mei out of the Theatre of Domination, otherwise they'll get crushed by HoT Now, knowing the power of Flame-Chasers, imagine how weak and lowly garbage the HoD in Current Era is

You do realize that Kalpas is literally a Herrscher killer, if I remember correctly he one shots the previous era’s Herrscher of Ice, and Mei fought well against Kalpas that he thinks it’s worthy to transform into his super form, and he’s a simulation of the real Kalpas, Sims are stated to be weaker versions of the real flame chasers. Kevin would be a different story, but Kalpas is quite a bit weaker than Elysia, though stronger than Mobius, at least in regards to damage output. If he was a playable character, of course he'd be OP for a while, just like almost every other S-rank on release, only to get power-crept into oblivion a few patches down the line. Besides, the only male playable character in Honkai is APHO protagonist and I don't see that changing anytime soon.

Mobius is X (10), but I'd argue she is top 7 at best. Fu Hua is 12. Felis is 13, Griseo and Kosma are 11 and 9 respectively. Aponia is 3, Kalpas is 5 I think. Sakura is 6 These are off the top of my head.

The gameplay is boring sometimes, but the story is definitely top tier

Even if I didn't, it doesn't matter, most people can agree that genshin only got famous because it released in the middle of the lockdown and because it's main point was advertised as botw with anime girls.
