Origin doesn't need a divine key she's fine now currently. Though herrscher of rebirth needs one, like you said for a herrscher her life span is awfully short
Do you mean handel on kiana instead of iskander or handel on mei? If it’s about kiana then iskander set is absolutely better, check the set effect it gives huge buffs specific to HoO Iskander on mei might work but she can’t use the set effect

@kru6000 why not? The 3 pieces activate all effects when ulting. Am I missing something?
HoO DMG output also relies on the CD of her evasion skill and weapon skill which Handel can't give
