I'm a 911 calltaker/dispatcher. I'm in TX. I. Dispatch ambulances but on certain calls we dispatch fire. Neighborhood doesn't matter to HOW respond. But certain neighborhoods call 911 more. Therefore delaying responses to certain calls depending on priority and time. Some neighborhoods consider ambulances taxis, think if you show up hospitals by ambulance, you'll be taken care of faster, or don't know anyone with a vehicle, can't afford lyft/uber/taxi and call us. Delaying responses to "actual" emergencies.

We have homeless people and just people in general, because it's not just the homeless, the call 911 every single day. So that's an ambulance that's not being sent to what others would consider a real emergency
