This is known as a high alpha condition where in dogfights you have an adversary at your tail and you can’t avoid it by jinking, banking or using ECMs so by using a high alpha manoeuvre you can avoid certain death by making your opponent fly past without realising that you have the upper hand now

If the enemy gets close enough for you to do that, they did something wrong. Also using ECM in modern day combat is kind of useless against aircraft, ECM are intended for SEAD missions against SAMs. With an aircraft you'd have 2 main problems: 1- Jammers have a burn-through zone, in which the enemy aircraft is so close that his radar burns trough your jammer, rendering it useless 2- Modern active radar missiles have what's called a "Home-On-Jammer" mode, meaning that they'll seek jammer frequencies

F-35s don’t have thrust vectoring, except during hover flight.
