I think the difference is that Ichikawa already proved himself to Moeko by not giving in to womanizer paisen. Serina doesn’t know him that well so he doesn’t have her seal of approval yet. And Bayashiko is just completely oblivious to what’s going on but she thinks of Ichikawa as a nice guy.
