They should have just been ordered to eliminate the Xen aliens in the facility and just evacuate and protect all remaining Black Mesa survivors. Hence what their acronym stood for: Hazardous Environment Combat Unit.
Wouldn't ever happen like that when dealing with the utmost top secret material in the country. They couldn't let some civilians run amok in the public after starting a literal alien invasion. I don't imagine if something like this happened at Groom Lake the govt will be very lenient in covering up their extreme fuck up, but who knows this is a game after all.
The HECU were ordered to engage in a cover up operation as the US government didn’t want any civilians to tell the media about what classified experiments were going on. Some soldiers do mention being uneasy about the operation as you can hear a couple say it doesn’t feel right killing civvies, but orders are orders and if they don’t follow them then a government big shot could ruin their life. Black Mesa does humanize them a bit more than HL1, one I still remember is how you can come across a soldier crying due to PTSD, and I always leave him be as I’d feel like a heartless bast*rd just offing him.
Ohh after playing black mesa I've been ITCHING to get my hands on a game from a perspective of the H.E.C.U. kinda like opposing force, but alas, it was not possible for the crowbar collective to remake it. From what I heard adding things like the race X, and all the weapons from the op4, that would require complete access to valve's source code on which black mesa runs. *There are a lot of reasons for this, and I will explain them to you if you're interested:* Firstly, Black Mesa doesn't have a public source code and new enemies are very, very difficult to implement. On top of that, Opposing Force was kind of a rushed game in its time with lots of ideas that didn't even survive to the following two expansions; it was very experimental and a lot of what it did was softly retconned because the game's identity was likely bent a bit too far. There are also fundamental problems with Opposing Force. For instance, they implement a great team-based gameplay mechanic during training, but they never actually use it until very late in the game when you're mostly just fighting Black Ops soldiers. So pretty much the game turns into a hammy Call Of Duty type of thing by the time you even get to fight with other members of the HECU. And the lack of combat against security guards and scientists also damages the narrative tone set by the rest of the HL1 catalogue. Additionally, the soldiers in Opposing Force are very outdated feeling, talking about their "platoon" and having a very Vietnam-era vibe despite the game taking place in the late 90s-early 2000s. The "Full Metal Jacket" boot camp training sequence was also very unfitting considering the HECU would be made up of mostly veterans if they were trusted with deep-state coverups combined with CBRN/Hazmat training.
