It is decriminalized, what the difference is I’m not completely certain. So far, you can grow up to 4 plants, you can be in possession of a certain amount in your home, a larger amount than you’re allowed to have in public, on your person outside your house. I’m not sure the amounts, but I think it’s 4 oz at home, 1 oz away. All of this a a CBD stuff sold in stores is a whole other matter, real weed and THC edibles are not legal to sell. I’ve heard there are dispensaries popping up that sell real weed to those with a medical card.

I think there is a location on Midlothian in Chester, south of Richmond, but I’m sure there are many others popping up in other areas. A Google search should tell you something about locations.
It is for personal use. Recreational sales are still restricted. You can grow and use for recreation, but you can't buy/sell for the same purpose (which doesn't make very much sense).
