Yeah, mine were really bad too, I actually broke one of them off. Its probably definitely time to change that filter if they're that bad. Have you tried to use Blaster PB on the bolts? If they don't budge you may have to break them off and/or drill them out. Its a pain, I know, but I would keep putting Blaster PB on them over a couple of days until they start moving.
