For the theme, I like to see it as the environment itself where you find these guys is exclusively arid, and they dont fight outside. So, in my mind they dont control the sandstorms, but they are so accustomed to their terrain that they know how to avoid danger and take advantage of it
A. The original role playing game has always had a tinge of mysticism about it with skills giving you luck, weird coincidences, or the power of belief. B. Than again, think of it this way: they don't cause the sandstorms, they attack when one hits.
I completely agree about the thematic issues. I just finished reading the first three books in the Dune series, and I really wish they had made the artwork similar to how I imagine the Freman to look. It would have made more thematic sense if they were like the Freman who were shrouded in mystery, popping up out of the sand, and using the dangerous environment to their advantage. I like to imagine the Sandrunners don't "control" the weather, per se; rather, they run their enemies into the maelstroms (similar to Furiosa in Mad Max: Fury Road) because they can read the weather and the terrain so well.

What if the runners aren't the ones who control the weather, but in their HQ (as you mentioned unique) are some machines which do that...in case netting HQ would disable the sandstorm battle option, it would be amazing and would make thematic sense...don't know about the balance : ) Still big NH fan here : )
one of the most fun armies to play, the sandstorm is amazing in both defence anf offence, one of the most crestive tiles to use on the battlefield, so versatile!
All games are abstractions in some way or another. I do not agree with people saying Neurohima Hex is an abstract game, it has some theme and the mechanics are tied to the theme in a clever way. In this faction, not so much. The illustrations made for this faction and Iron Gang are really ugly. I think this is one of the worst factions (also with Iron Gang), I just skipped it. There are plenty of other factions and we didn't need another one at this point if it is not going to be something really different and unique like Dancer or Mephisto. There are already plenty of simpler factions if new players want to take the next step, Smart or New York for instance. Thematic wise, Sand Runners, Iron Gang and Hegemony are really similar, at least they feel the same. I really hope they come up with something more creative for the next one.

I don't really mind the theme as long as they are not too out of place, like a Disney princesses faction or something like that. 🤣
