These two sentences alone show obvious hypocrisy. Additionally, saying "The Jedi Code limits us" is a lie. The Jedi notoriously break their own code and commit mass war crimes themselves. They don’t care about the lives of others, as exemplified by the clone army - an army of slaves. As I said earlier, most of the Jedi deserved Order 66 because they turned into a military organization instead of defenders of peace. As for why Tarkin is a captain, well, the Republic military existed before the Clone Wars, before the Jedi became commanders. Another example of a non-Jedi commander is Admiral Yularen. Regarding the articles of war, there was probably some Geneva Convention-like agreement, but I don’t have information on that. Generally, by war crimes, most fans mean violations of the Geneva Convention.
