The Bolivian "nuclear reactor" seems to be a research reactor only, not for power production. The Guardian reports from back in Morales times:

YT (a useless platform for any comment that goes beyond twitter shrieks) shadowbans me again but I just wanted to say that the Bolivian reactor is not an energy-producing one but a pool-type research reactor (produces isotopes for medical treatement for example), built along with a cyclotron.

The citizens of Bolivia had a huge hand in preventing the coup. Morales and Arce called for them to come out against the coup. And come out they did. They surround the presidential building
Wise and smart choice by both rivals to come together on this one for the sake of their country. They could see who the real actors in all this was. That Bolivian general need to be questioned by political cross parties and the Bolivian general public on what he was his real purpose for this coup.

I'm from N Ireland, about 7 years ago my wife and I got married and went to Florence for our honeymoon. While there I met a guy originally from Donegal who's son was studying culinary in Florence. Dan moved to Bolivia around mid-80's, owned a bar, wife was Bolivian and couldn't say enough nice things about the country, beautiful landscapes, warm people but he admitted poverty was still an issue, largely because of it's tumultuous past.
As is the case, both being Irish, we had found an Irish bar which became our watering hole. One night, we were chatting away, when I randomly popped out a question;"well Dan, do you think the yanks will have another go since those lithium deposits were discovered?". His face froze, fell, then he asked "how did you know about that?". I explained that as a result of what I know about the States, Monroe Doctrine, United Fruit etc, it's become a habit to watch what new technologies emerge and what their composite material requirements are, then keep an eye on parts of the world where those materials are in abundance, and wait for the proverbial to hit the fan, all the while telling everyone that will listen to observe these regions and to not buy into the narratives that form.
He burst out laughing, saying that a few years prior when the geological teams from US had identified large lithium deposits in the salt flats, there was a massive uptake in American 'tourists', but he then explained that the people in Bolivia knew exactly who & what they were. I asked how, and he said, again laughing, "at this point, the people there can practically smell them".
If by chance you see this Dan, hope you & your family are well. Keep it up brother, seems the sense of smell is still working strong. Keep it up.
The only caveat to lithium extraction is the environmental devastation to an otherwise pristine Bolivia. Which begs the question: do we save the natural surroundings of a people on the expense of the people themselves, or do we punch through today, and let nature try to “heal” itself from the polluted wasteland of tomorrow? If only Bio-nanotechnology can modify E-Coli to consume pollutants from soil & water.
