So it wasn't really a "Tom and Jerry" Christmas special, more like a "classic cartoons" Christmas Special and they just slapped Tom and Jerry's name on it because they were the stars of the first short. Most of those cartoons I've recorded off old-school Cartoon Network during their various Christmas marathons.
The animation style they used in the intro and commercial bumpers for this special look like it was made entirely out of cardboard. Those Connect Four Game Pieces have so much personality and expression for being very simple circular pieces of plastic.
Wow. From the credits, this special apparently included "Peace on Earth", a remarkably dark cartoon in which all of humanity has gone extinct due to war.
Regardless of the dark subject matter, it's a highly regarded cartoon and is a bit more sophisticated than say "Bedtime for Sniffles" or the other cartoons in this special. It was nominated for an Academy Award in 1939 and was ranked #40 of the 50 greatest cartoons by animation professionals in 1994.

Ah, good times! Ha ha, I didn't know The Little Mermaid was an anime (long before the Disney adaptation), and it was made by Toei Animation. I should check it out some time.

Those kid hosts have to be the blandest 80s kids ever captured on film. I mean, they make the Flanders children seem hardcore.

The animation in the bumpers is all video based. Probably hand drawn, digitally colored and animated with primitive video animation software.
Love the Hot Wheels car wash commercial, my god I so want that set right now! :D
