I have not played final mix but perhaps the shield since it gets Second Chance, Once More, Defender and Damage Control more early? Though, the staff eventually gets them(second and the sword is third) while also getting fire, thunder and ice boost early. Which you would get extremely late with the shield(though except fire boost). The staff only gets combo boost(not the air boost since it comes really late). The shield get both of the combo boost(air and ground) and Finishing Plus(level 65/Sword is 49). While the staff do get the defensive skills fairly early there are some that you get quite a bit late like second chance(65 instead of 49) and damage control(53 instead of 41). You get a extra draw early if you like it but no reaction(33) or combination boost(59) until quite late. You get berserk charge and negative combo first than anyone else if you like those. The sword gets the defensive skills extremely late but gets most of the offensive ones fairly early. This includes magic. If you like to use reaction commands and limits often as well as combos then you get the boost for those a bit more early. Also gets draw early but no jackpot until extremely late(73). The sword gets thunder boost in level 53 while the staff gets it at 41, the rest of the magic boost are 8 levels higher than the staff. It also gets finishing plus first than anyone else. If you are good then perhaps the sword is better but lets be honest, if you are going to play on critical those defensive skills are going to be a huge lifesaver. You get your first defensive ability at level 47(once more) and the other ones only get more late and you can forget of getting Damage Control(99). Second Chance is level 85 for the sword. If you want pure offensive power with only one defensive skill at level 47 then go sword, if you want to get a boost in defense and magic(and ground combos at level 17) early then use staff, if you want to get a boost defense and physical attacks(with a boost to fire magic at level 33) pick shield. Though, it may be a good idea to add that if you play on critical you will also get a extra Reaction Boost, Finishing Plus, Draw ,2x Lucky Lucky and MP Hastera in the 3rd day of Roxas(I belief) With the sword you can get Negative Combo and Finishing Plus relatively early. If you add Fenrir then you will be doing three magic finisher combos but you would not be able to do normal combos. Gets Berserk Charge at level 65 so I guess you could use that as a way to combo but its extremely late. You could also use Rumbling Rose to get 4 magic finisher combo, I guess it could be pretty cool to try rumbling rose and Fenrir with Final Form. 4 Thundagas will certainly be fun to see, especially when you can move while using it. The only ability you may really miss in Critical Mode with the staff is the air combo boost but that's if you like to be in the air so I guess that's why it is the best choice. Though, if you don't want to rely on the defensive skills then I think that the sword is better since it will force you to be more careful.
