NOTE: DO NOT CUT A HOLE.....use an awl, ice pick, or nail to work the fibers apart!

It will not seap through when it rains if you put just a little bit of water sealant on the topside-of-the-hat string holes.
Well as with any felt that is not coated too heavily with stiffener, the fibers swell when they encounter moisture. This tightens the string in the whole and voila! No drips! (Neither Grizz nor I have ever had a problem with that and we have strings on several of our hats.)
Wrap the end with a bit of tape to make it like a shoelace end, to help push it through. Remove the tape afterward.
Can you do this if the hat isn’t felt? I have a sombrero that seems to be made of some sort of hard cardboard.

That would NOT be recommended....that would create a brittleness in the area which would translate to a weak spot. When you use a pick/awl/nail as shown you are merely moveing the fibers aside so you do not loose any strength in the area.
Could you put it on a large needle and push it in the whole
You could but what we have demonstrated works better as that would force the hole larger than the stampede string.

What kind of fabric for it horse hair or is it leather?
It is an artificial sinew fiber.
