Yeah just look at all the symbolism throughout the video. There are so many things that right from the start show us that N'Zoth knew exactly what he was doing. Blizzard are genious with their cinematics.

Her power level before the Great Sundering put her equal with Archimonde and Keljieden, as Mannoroth learn his lesson from his failure against Azshara. Only Sargeras proven stronger than her. However, due to the N'Zoth feed her his powers, Azshara would be able to match against Sargeras since she gotten the blessing from both Old God and the Dark Titan. The Burning Legion should have reached out to her and remind her of the promise of Sargeras if they wanted to have a fighting chance. I even place Old Gods rank higher than the Titans themselves.
To answer your question about the scepter, the story about the scepter is a song, probably biased and romanticized. She probably had the scepter, but her using it while her empire fell apart doesn't necessarily have to be true. It was just a book written by an unknown author.
