If anything, The Wire shows that individuals are shaped by their social position and in turn they move up or down based on whether they play by the rules of that position. If they attempt to move out of those bounds (like Stringer, for example), they are crushed by their institutions, because they have committed hubris, by the exact meaning the word has in Ancient Greek. The Wire, after all, is pretty much written like a Greek tragedy, as its creators have shared. So, in short, Daniels couldn't have made Commissioner, because he wasn't meant for it. If he had made it and started cowboying out, he would have been swiftly brought down.

@@Gnomelord0 I don't know that they tolerate them, so much as it's hard to get rid of the Clay Davises of the world for the reasons you see in this scene. Those guys get their hands in so many pockets, and get so many people on the take with them, that being that one person trying to take it all down is almost impossible.
It's like dealing with crooked cops. Once that corruption gets so ingrained in everything, it's hard to go against it. You can risk your entire career, possibly getting black-balled from working nearly anywhere, and you might not even make a dent in the process.
I think the show touches on this theme in a lot of ways. Thinking of Bunny, he saw a problem, knew that they weren't really fixing it and that politics and them kicking in doors wouldn't do it, so he tried to make his own fix and ended up getting busted down for it.

a few years ago when they caught and convicted Whitey Bulger, they had this Duke law professor on the radio. I think the thing I love most about The Wire is that it was never just about one thing. It's about the War on drugs, out of control homicides, the crumbling of the inner city education, politicians (corrupt and otherwise), police and their criminal stats game, the media and on and on. It was layered so expertly that its no wonder this is considered one of the best television shows of all time.

It's really a shame we need bureaucrats. Unfortunately, they do all the shitty jobs we have no desire to do, because we have our own busy lives to lead. I *sure as fuck* don't want to be responsible for providing tons of people power, water, heat, shelter, transportation, law enforcement, other public services, etc. HELLLLLLLLL NO. Give that crappy job to some asshole in a suit. Unfortunately, when you give someone power like that, they inevitably become greedy, over-ambitious, and corrupt. Human nature. Shame, shame, SHAME.
