It just makes no sense for Krillin to be stronger than Tien. After all, Tien was shown to be stronger ever since he was introduced. The only time when Krillin may have been stronger is when Guru unlocked his power, and even then Tien may have surpassed Krillin with his training on King Kai's planet like he did in the anime. Plus, considering that Tien never stopped training, while Krillin at times gave up fighting, it just makes more sense for Tien to be stronger than Krillin.
Krillin is stronger than Tien lol Krillin killed 3 Saibaman at once and nearly killed nappa if he didn't dodge the kienzan. Whilst Tiens ultimate didn't do shit to Nappa. When he got his potential unlocked by guru he kept on getting stronger over time, he was able to fight on par with ginyu goku who had a power level of 23,000, and by the time he fought with Frieza he could have handled all ginyu force members minus ginyu. He survived getting impaled by Frieza in his second form and managed to hold him off until gohan could get healed. All the anime only stuff on king kai's planet from Tien is not canon and can't be taken seriously. Don't even get me started on db super, krillin pushed back super saiyan blue goku's kamehameha, whilst Tien got bodied by master Roshi.

Toriyama said that Krillin was the strongest human because he probably forgot about Tien in that moment. His thought process is "Goku is the main character and Krillin is his best friend so Krillin must be the strongest human."

Yamcha is just more of a show boat then krillin But krillin is almost always stronger. He did better against Jackie chun for example, and while yamcha was killed by 1 siba man, krillin took out several with one attack.

It makes absolutely no sense for Krillin and Roshi to be stronger than Tien in Super, since Tien consistently trains to compete woth Goku and the other saiyans, especially when we have feats where Tien got involved woth both Cell and actually damaged Semi Perfect Cell with the neo tri beam, and his attempt to assist Gohan in the Buu saga. It makes no sense with the power scaling where both Roshi and Krillin became leagues stronger in Super, since neother of them are ever seen training. The only thing i could see is Krillin training with 18 making him stronger, but he kind of to a step back from fighting to become a family man. Tien got the short end of the stick especially in Super

Tien is the perfect example of character that Toriyama forgot, he has cool techniques, training and experience but in the end Krilin and Roshi surpass him, we saw that Krilin either took a step back or stopped training at all until Super and we know how hard that hits when Gohan was told several times that his past self from 7 years ago could beat Dabura
Tien even has the same storytelling potential like saiyans - alien heritage as a "reason" for immense power and freaky techniques. He may be an earthling, but is no full human.
I don't think it's fair to say that Krillin didn't train during the Namek arc. He engaged in life or death battles while Tien was just sparring with Yamucha.
Sadly the short answer is that Toriyama doesn’t give a damn about Tien. Krillin on the other hand got the best friend boost. He even stole Tien’s technique(the solar flare) and got an upgraded version of it in the TOP arc while Tien got nothing but a punch to the gut from Gohan and embarrassingly surpassed(and beat down) by Roshi of all people. They find new ways to do this man dirty every single time🤦🏾♂️.
The best argument in Tien's favor is simply the fact that we see the results of him training with king Kai. The guy could barely pull off one tri-beam without nearly killing himself. But Right before he blasts cell he specifically mentions his training at king Kai in the manga, before firing tri-beams out like a submachine gun. While super and and GT aren't exactly canon to me, they both hint that power boosts aren't permanent and need the user to stay in "shape" to keep the benefits.(Gohan) so you could argue Krillin would have lost the power boost after the time skip into the buu arc.
Krillin would still be weaker, Tien was able to hold off 2nd form cell & could have one shot any of the androids except maybe #16. The real reason is stated in “Japan hates Tien” by plague at gripes, everyone is DBS gets a Toriyama handjob except Tien.
Even in the Android arc it was implied that Tien was still stronger. Goku send Krillin away to give Yamcha a senzu bean, Tien fought the Androids while Krillin didn't, Piccolo chose Tien to help him find Cell while Krillin went to Dr. Gero's lab. In the anime Tien was also doing better against the Cell Jrs. Buu arc changed that, maybe because of 18, and even then Tien had better feats as Krillin got killed by Super Buu easily while Tien deflected and dodged a blast by Buutenks.
It never made sense, yet no one really questions it because Krillin is probably the most popular human character. Toriyama likely only made Krillin the most powerful human because he is the main character's best friend and is a secondary main character. Tenshinhan is the only rival character that can get surpassed by Goku's buddies and no one says anything. If Krillin surpassed Piccolo or Vegeta then people would start raising their torches and pitchforks more. Unless you count Gohan, but that was temporary when he surpassed everyone and him and Piccolo tend to fluctuate on who is stronger. Tenshinhan, a man who dedicated his life to martial arts, gets surpassed by Roshi, who has been useless as a fighter since the 22nd Tenkaichi Budokai and Krillin, a martial artist who quit for a long time and is arguably less skilled/refined than Tenshinhan. I guess getting getitng your potential unlocked by an alien is more effective than being trained by a God. Perhaps Tenshinhan could use a potential unlock as well, I remember reading a Toriyama fan Q&A from a long time ago and someone asked about Ten's third eye. Toriyama said he is just a made that opened the third eye that we supposedly all have, but being under the mentorship of Tsuru'sennin twisted Ten so that he is no longer able to use the full power of his eye. I imagine that if Shenron did the same thing for Tenshinhan that he did for Piccolo, Tenshinhan would be in the Top 5 most powerful in the universe for sure.
Let's take the anime filler scenes of Tien and the others taking down the Ginyu Force with ease once they landed on King Kai's planet out of the equation. Guru unlocking Krillin's hidden potential causing his overall power to exceed Tien's makes sense. Krillin's power growing from battling the Ginyu Force and Frieza also makes sense. Yes, I know we shouldn't take magazine power levels into account in situations like this. However, I do believe that Krillin was clocked somewhere over 10,000 when he and Gohan powered up to face Guldo. V-Jump magazine had him at 75,000 when he was battling Frieza. So, one could assume Guru unlocking Krillin's potential also helped him in terms of his overall power growth after difficult battles. I think something to take into consideration is that Tien was on King Kai's Planet FOR A LONG TIME! After the battle with Frieza, wasn't it several months if not close to a year or so before Tien was wished back with the Namekian Dragon Balls? Remember that King Kai told Goku that training on his planet for less than 100 days was the equivalent to 1000 years or so on earth. Tien was there training for a lot longer than Goku in the Saiyan arc. On top of that, you have Tien training in 10x earth's gravity! I would be willing to bet that a post-King Kai trained Tien would rival if not surpass a potential unlocked Krillin. Tien probably got the advantage due to training in death as opposed to Krillin after getting killed by Frieza. Moving into the Android/Cell arcs, I think Tien was above Krillin. The only other time in Z that I could see Krillin POSSIBLY exceeding Tien's power would be during the World Tournament arc before the Buu nonsense took place. In the weeks leading up to the tournament, Krillin was being trained by his wife #18 because she wanted them to win the prize money! We've seen in this series that a person being trained by someone MUCH stronger than them helps to dramatically increase their power. We saw this with Piccolo during the Android arc after 3 years of training with a Goku who was much stronger than he was with or without Super Saiyan. Despite training for those 7 years after Cell while Krillin slacked off by giving up martial arts like Yamcha, Tien didn't have a sparring partner on the level of #18. Chiatozu is nowhere near that powerful! So, you could possibly argue that if Krillin trained for a good amount of time prior to tournament with his wife then he might've passed Tien again. Overall, my money is by the end of Z the strongest between the two would be Tien!
Think about this, how often does Vegeta surpass Goku, despite him training more and more intensely. Tien may not be seeing any significant gains, especially training alone or with someone significantly weaker than himself versus Krillin who, when he does train or spar, it's with 18.
It makes sense that Krillin ist the strongest humans but just in the manga. Many people think that the humans are as strong as freezer later in the series after the three years training for the androids but that is wrong. Krillin is the only one that got his complete potential unlocked that means he is done. That means his base power will never go up again sure if he is learning the kaioken he would get stronger but that is another story. The other three humans didn`t get trained by king kai. They trained themself in 10 times gravity. So to put it in numbers. After Namek and all are revived again: Krillin (potential unlocked) 10k power. While the others may got a bit stronger but in the whole time till end of buu they never surpass this 10k power. Because they are human nothing more they can't cheat their way up like the saiyans and piccolo power went up because he fused two times. After freezer powerlevels had no meaning anymore but none of them does anything anymore. Yes Tenshinhan stopped Cell second form but that was not because of his power but the Kikoho attack that drains life force. And for the record nobody in dragonball got much stronger after that just because of training. Even Goku on his way to namek just got stronger because he abused the zenkai boost over and over. We need to accept that those four are just humans their potential is way lower than the others. Muten-Roshi is over 300 years old and i bet he trained at least 100 years his base power was at 192 training does very little in this series.
Wild that you think Krillin is capped that Gohan is capped (twice) that Goku (ultra divine in DB) and Vegeta (Bibidi's potential unlocking) are both capped... Just wild... Potential unlocking is a limit breaking function at least that's how the story portrays it every single time anything that unlocks potential has happened.
I swear to god it feels like the fans forgot that scouters and power levels don't mean shit. Strength is far more ambiguous than any numbered value. Krillin damn near iced freeza with that destructo disc, and impressed him so much that he stole his move. Meanwhile, tien's tribeam literally kills the user and 2nd form cell tanked like 50 of them. I'm sure freeza would've tanked a fare number of those as well. I agree that tien should logically be the stronger one, but at the end of the day, krillin had a much better teacher and a much better brain. Stop acting like this is such a stretch. Krillin is way stronger than he's depicted.

I think a lot of people think Tien is not human. He has 3 eyes. That's why people think Krillin is the strongest human. With Roshi's brute form though, and after his ToP buff from that weird situation involving Puar, I think Roshi is the strongest human.
The bigger question is are we ever gonna see Krillin and Tien use fusion. By specifically using the potara earrings, go look up the Google images of Krillin and Tien fusion 🐲🐉👍.
My personal headcanon is, that Toriyama explicitly stated Krillin the strongest HUMANA - but Tien is no human, he is part Triclops. So he is more like the saiyan hybrids just oart human and not considered in this question. Albeit, kind of a troll move of Toriyama. But in-character.

I think Krillin having his potential unlocked and set in, by the time they were fighting Frieza Vegeta noted both Gohan and Krillin's power had continued to rise, some guides say he capped out at about 75,000 by the time he was facing Frieza. Which if so would be enough to best all the Ginyu Force save for Ginyu himself. But later on I'd say Tien retakes the Number one Earthling, given the much dedicated mindset Tien has and a ready sparring Partner in Chiaoutzu(For whatever that's worth). Tien could make consistent gains. While Krillin is sort of funny enough like Gohan, who had his power unlocked, but with other priorities and distractions and just not feeling the whole life of training thing, he's squandering his potential, where if Krillin trained on the level of Tien consistently then for all intents and purposes he should be stronger going forward

Krillen was 12. Tien was an adult. Puberty tends to make u stronger. Being in ur 60s tends to make u weaker. Just because a 30 yr old can beat up a 12 yr old doesn't mean that he can do it 30 years later
I may have a bias for Krilldog, but you didn't mention the fact that Tien got ragdolled by base Gohan in the fight before ToP. While Krillin made Goku turn super saiyan. The holding back point isn't really working when someone is transforming to continue the fight
goku turned blue to see how krillin would react fighting an enemy that was orders upon orders of magnitude stronger than him. also krillin could not feel the power difference, since pretty much nobody can sense god ki, so krillin didn't know how much goku was holding back.

I could agree to Krillin being stronger then Tien during his batte against 2nd from Frieza but that's the only time untill super just makes Krillin and master Roshi not only way stronger tien but, Tien basically becomes weakest active z fighter
SAIYAN SAGA: TIEN Though they are both fairly close in power the Daizenshuu does say Tien had a slightly higher power-level when they fought Nappa than Krillin. However this can be up for speculation because all the Z-fighters were supressing their true power-levels, so their full power is unknown. What is known are their feats during battle against Nappa. Tien is the only fighter to engage Nappa, for a substantial period of time, alone, and with one hand. Though he is getting beaten, he is still fighting to the point Nappa says he's a "tough bastard". Krillin however mostly fights Nappa in a duo with Piccolo, therefore appearing stronger than what he actually is. Tien is brutalized far more than Krillin and takes more damage, yet stays in the fight until he kills himself. Krillin takes some damage but is later knocked out by the shockwave of Nappa's blast, which is not as impressive as Tien durability. Both Tien & Krillin nearly kill Nappa in their own ways. Krillin's attempt is impressive but it mostly plays on Nappa's stupidity and lack of knowledge of the Destructo-Disc, once Nappa realised how it worked, it posed no threat to him and was easily avoidable. Tien however nearly kills Nappa with raw power, Nappa is able to avoid it but does suggest afterward that it would've killed him had he not seen it coming, and even Vegeta is in shock of how much power Tien had. So even though Krillin's attempt was good, it was more him trying to outwit Nappa, while Tien was just going to annihilate him with sheer power, which I find more impressive. NAMEK/FRIEZA SAGA: KRILLIN: Once Krillin & Gohan get their potential unlocked on Namek, its suggested their power-level is about the same as Vegeta's was in the Saiyan Saga when he was on Earth (give or take) So if that is in anyway accurate that puts Krillin far above Tien at that time. Unless you count filler which in that case Tien is far stronger than Krilliin because he fights two members of the Ginyu-Force simultaneously and defeats them both on King Kai's planet, but in actual canon Krillin is stronger. ANDROID/CELL SAGA: TIEN After the three year preparation for the Androids it's unknown who's stronger, but I believe the story indicates Tien is stronger. When Yamcha is punched through the chest by Android 20 the first three people on the scene are Goku, Piccolo, and Tien. They are also the three that fly off to fight the Androids in the desert, which could mean nothing, but to me suggests those are the three strongest amongst that group (bar Vegeta & Trunks of course) But undoubtable the greatest feat Tien has is his performance against Semi-Perfect Cell. Krillin's punches didn't even make Semi-Perfect Cell flinch, he just stood there and smiled. So the fact Tien could forcible hold Cell down and smash him into the ground over and over like that is not only the best thing Tien has ever done, its one of the impressive moments in DBZ. So in that moment Tien is far above Krillin. BUU SAGA: TIEN Seven years after Cell, Krillin has retired, its unknown if he's stronger or weaker than he was in the Cell saga, most likely Krillin has regressed rather than increased in strength. Tien however has gone into isolation, during that time, to do nothing but train. So its safe to assume Tien has increased in power, while krillin has probably decreased. Krillin is able to charge Super-Buu and stall for about 5 seconds, which is ultimately futile, but it is something. Tien on the other hand is able to deflect Buu-Tanks' blast saving Gohan, which is actually very impressive considering Buu-Tanks is stronger than both Ultimate Gohan & SSj3 Goku. So I believe Tien is stronger during this period. All in all I believe Tien is stronger than Krillin, despite popular opinion. In pure martial arts he was able to defeat Goku in a competition, and when it comes to power levels and feats 90% of the time his are better than krillins. Anything past DBZ I don't care about because DBS is trash.
I saw it makes sense because the the way I see the potential unlock stuff is its both a in the moment buff and an over time one. Where they can train less and still get better results. That's also why I think Gohan got stronger than goku in the chamber.
I would definitely say that Guru boost kinda pushed Krillin to the front for a time but yeah Tein just trains much harder and after Cell Krillin hardly trains like I'm pretty sure he kinda became more of a family man during the 7yr gap and has a job and family keeping him occupied while Tein spends most his free time training idk how big the gap was in their power, lf not Cell Saga, the Buu saga should be where Tein caught up but he did have a good moment with semi Cell but that wasn't normal ki Tein was using either. But personally I just find hard to believe the humans can be on pare with final form Namek Freiza, alot of fans seem to over hype their power like Namek Krillin would need a x1000 boost be be on par and I just find it hard to believe the humans can get that strong training by themselves without some godly/Devine master especially Krillin and Yamcha with how little they train, them hitting the 1 mill mark kinda almost seems little farfetched to me, idk if I'm just underestimating them but with how little some of them train or their method of training ans no bs alien benefits I kind find it hard to understand. But if they end up getting some new form in Super, they will magically be caught up, i like the series but their power scaling/system is a mess and inconsistent.

Making sense for DB isn’t really relevant (because Lord knows you are right, it doesn’t make sense) but it’s straight up Word of God that Krillin is the strongest full human. That’s really all there is to it. There is very very very little Toriyama has ever definitively stated about power levels in DB, cause he doesn’t really care like the fans do, and yet has stated multiple times since 1994 in statements and interviews that unequivocally Krillin is the strongest human. I don’t know why, it’s not like Krillin would be less popular or get less screen time if he wasn’t, but AT days he is.

Also vegeta said it too to ginyu force that the humans powers continue to grow every battle and krillin got stronger when dende healed him to stall frieza as goku said while healing and sensimg the battle. Sadly can't find a scan of that part so all I got is seeing others mention it and the DB wiki (yeah I know you gotta take anything from there with a grain of salt) so it could be some bs that just stuck around in the communities mind. At the beginning of tha saiyan saga Tien and Krillin had an official PL of 250 and 206, making Tien 21% over Krillin in pure PL, after training with Kami and individual training their official PLs were 1830 for Tien and 1770 for Krillin, Tiens advantage was reduced to just over 3%. The gap closing between these 2 has always been shown in the official PLs published and it was only natural to lead to Krillin getting stronger eventually because that was the trend shown. The training argument is pretty dumb because while Tien was shown training we never saw him do any special training that would severely enhance his PL, he never tried to master the Spirit Bomb or Kaioken, it mostly seemed like he did the same thing each day which would lead to the point of diminishing returns eventually. Another perfect example of this is of course Goku and Vegeta, while Goku did train less and always stressed about not torturing your body Vegeta has always trained more and more relentlessly, during the saiyan Saga base Goku has been inferior to base Vegeta and after that Vegeta has never been able to fully match Goku even with the Majin magic. Another perfect example of training not actually mattering more than potential in the series is Gohan (I dont need to say more).
It makes sense for killing to be stronger, he has trained more and he has been around the strongest z fighters more, not to mention he trains with an Android wife now, Tien was stronger in the beginning but krillin has surpassed him
I think from the Namek Saga through the end of the Cell Saga, Krillin was stronger than Tien because of his potential unlock from Guru in combination with training. However, during the 7 years of peace after Cell, Krillin obviously slowed down on his training to be a family man, while Tien continued training then entire time. So by the time of the Buu Saga, I think Tien became the strongest human again. Of course it's all irrelevant by the end of Z because Uub shows up and he has all the potential power of Kid Buu (not to mention if we use DBS, he has the God Ki of Grand Supreme Kai). At that point Uub is the strongest human.

If you go back to Dragon Ball, Roshi says the Tri-Beam itself amplifies the user's power, but it comes at the risk of killing the user. I think it was more so the technique than Tien's base power. If Krillin knew the Tri-Beam he could have done the same thing in that situation.

If Krillin made a Spirit Bomb like Goku did against Buu, the bomb would have still killed Buu, but that wouldn't make Krillin stronger than Goku.

One frequent argument I've seen on forums is that at one point when Krillin's daughter was worried about him being gone, Yamcha said Krillin is the strongest human on the planet: As if 1) he'd actually know, and 2) he's consoling his friend's daughter, he likely would have said the same thing to to any child on the Dragon Team to make them stop worrying.
I've never seen it as a matter of training or raw strength. Look at how Tien fights and the techniques he uses. He killed himself using the Tri Beam against Nappa, almost killed himself again the same way against Semi Perfect Cell, absolutely wrecked himself in the Budokai fighting Goku, the Evil Containment Wave against King Piccolo, etc. He's a reckless fighter who knows powerful moves that also endanger himself. Krillin relies way more on strategy and quick thinking instead of sheer force, knows when not to bite off more than he can chew, and has less risky techniques (Kamahameha, Destructo Disk) with fewer drawbacks. You can say Tien is stronger from the pov of power levels and scaling and so on, but Krillin is clearly the better fighter.

In my opinion (honestly its kinda certain) krillin surpassed tien and all humans when he went to namek. He was the best martial artist probably for a good long while before that cause he finds a way to be useful long after his power lvl is weak and left behind. I think that Tian just has dark powerful techniques, but Krillin is has higher power level. When Tian was holding Cell down, he was shaving his own life energy to do so, Krillin only uses his power reservoir, and can only exhaust himself, but Tian can kill himself in process of his attacks. Krillin surpassed Tian already in Nappa fight, his beams were weaker, but overall performance much better matched with Piccolo than Tian. So what I mean is, it is not the power level that makes Tian dangerous, it is the nature of his attacks. So.. I would say.. Krillin is the most powerful earthling, Tian is the most capable earthling what comes to attack.

It just makes no sense for Krillin to be stronger than Tien. After all, Tien was shown to be stronger ever since he was introduced. The only time when Krillin may have been stronger is when Guru unlocked his power, and even then Tien may have surpassed Krillin with his training on King Kai's planet like he did in the anime. When he got his potential unlocked by guru he kept on getting stronger over time, he was able to fight on par with ginyu goku who had a power level of 23,000, and by the time he fought with Frieza he could have handled all ginyu force members minus ginyu.
He survived getting impaled by Frieza in his second form and managed to hold him off until gohan could get healed. All the anime only stuff on king kai's planet from Tien is not canon and can't be taken seriously.

Yamcha is just more of a show boat then krillin But krillin is almost always stronger. He did better against Jackie chun for example, and while yamcha was killed by 1 siba man, krillin took out several with one attack.

He even stole Tien’s technique(the solar flare) and got an upgraded version of it in the TOP arc while Tien got nothing but a punch to the gut from Gohan and embarrassingly surpassed(and beat down) by Roshi of all people. The best argument in Tien's favor is simply the fact that we see the results of him training with king Kai. The guy could barely pull off one tri-beam without nearly killing himself. But Right before he blasts cell he specifically mentions his training at king Kai in the manga, before firing tri-beams out like a submachine gun.
While super and and GT aren't exactly canon to me, they both hint that power boosts aren't permanent and need the user to stay in "shape" to keep the benefits.(Gohan) so you could argue Krillin would have lost the power boost after the time skip into the buu arc.

Even in the Android arc it was implied that Tien was still stronger. Goku send Krillin away to give Yamcha a senzu bean, Tien fought the Androids while Krillin didn't, Piccolo chose Tien to help him find Cell while Krillin went to Dr. Gero's lab. In the anime Tien was also doing better against the Cell Jrs. Buu arc changed that, maybe because of 18, and even then Tien had better feats as Krillin got killed by Super Buu easily while Tien deflected and dodged a blast by Buutenks.
It never made sense, yet no one really questions it because Krillin is probably the most popular human character. Toriyama likely only made Krillin the most powerful human because he is the main character's best friend and is a secondary main character.
Tenshinhan is the only rival character that can get surpassed by Goku's buddies and no one says anything. If Krillin surpassed Piccolo or Vegeta then people would start raising their torches and pitchforks more. Unless you count Gohan, but that was temporary when he surpassed everyone and him and Piccolo tend to fluctuate on who is stronger. Tenshinhan, a man who dedicated his life to martial arts, gets surpassed by Roshi, who has been useless as a fighter since the 22nd Tenkaichi Budokai and Krillin, a martial artist who quit for a long time and is arguably less skilled/refined than Tenshinhan.
I guess getting getitng your potential unlocked by an alien is more effective than being trained by a God. Perhaps Tenshinhan could use a potential unlock as well, I remember reading a Toriyama fan Q&A from a long time ago and someone asked about Ten's third eye. Toriyama said he is just a made that opened the third eye that we supposedly all have, but being under the mentorship of Tsuru'sennin twisted Ten so that he is no longer able to use the full power of his eye.
I imagine that if Shenron did the same thing for Tenshinhan that he did for Piccolo, Tenshinhan would be in the Top 5 most powerful in the universe for sure.
Let's take the anime filler scenes of Tien and the others taking down the Ginyu Force with ease once they landed on King Kai's planet out of the equation.
Guru unlocking Krillin's hidden potential causing his overall power to exceed Tien's makes sense. Krillin's power growing from battling the Ginyu Force and Frieza also makes sense. Yes, I know we shouldn't take magazine power levels into account in situations like this. However, I do believe that Krillin was clocked somewhere over 10,000 when he and Gohan powered up to face Guldo. V-Jump magazine had him at 75,000 when he was battling Frieza. So, one could assume Guru unlocking Krillin's potential also helped him in terms of his overall power growth after difficult battles.
I think something to take into consideration is that Tien was on King Kai's Planet FOR A LONG TIME! After the battle with Frieza, wasn't it several months if not close to a year or so before Tien was wished back with the Namekian Dragon Balls? Remember that King Kai told Goku that training on his planet for less than 100 days was the equivalent to 1000 years or so on earth. Tien was there training for a lot longer than Goku in the Saiyan arc. On top of that, you have Tien training in 10x earth's gravity!
I would be willing to bet that a post-King Kai trained Tien would rival if not surpass a potential unlocked Krillin. Tien probably got the advantage due to training in death as opposed to Krillin after getting killed by Frieza.
Moving into the Android/Cell arcs, I think Tien was above Krillin. The only other time in Z that I could see Krillin POSSIBLY exceeding Tien's power would be during the World Tournament arc before the Buu nonsense took place. In the weeks leading up to the tournament, Krillin was being trained by his wife #18 because she wanted them to win the prize money! We've seen in this series that a person being trained by someone MUCH stronger than them helps to dramatically increase their power. We saw this with Piccolo during the Android arc after 3 years of training with a Goku who was much stronger than he was with or without Super Saiyan.
Despite training for those 7 years after Cell while Krillin slacked off by giving up martial arts like Yamcha, Tien didn't have a sparring partner on the level of #18. Chiatozu is nowhere near that powerful! So, you could possibly argue that if Krillin trained for a good amount of time prior to tournament with his wife then he might've passed Tien again.
Overall, my money is by the end of Z the strongest between the two would be Tien!

Think about this, how often does Vegeta surpass Goku, despite him training more and more intensely. Tien may not be seeing any significant gains, especially training alone or with someone significantly weaker than himself versus Krillin who, when he does train or spar, it's with 18.
It makes sense that Krillin ist the strongest humans but just in the manga. Many people think that the humans are as strong as freezer later in the series after the three years training for the androids but that is wrong.
Krillin is the only one that got his complete potential unlocked that means he is done. That means his base power will never go up again sure if he is learning the kaioken he would get stronger but that is another story.
The other three humans didn`t get trained by king kai. They trained themself in 10 times gravity. So to put it in numbers.
After Namek and all are revived again:
Krillin (potential unlocked) 10k power. While the others may got a bit stronger but in the whole time till end of buu they never surpass this 10k power. Because they are human nothing more they can't cheat their way up like the saiyans and piccolo power went up because he fused two times.
After freezer powerlevels had no meaning anymore but none of them does anything anymore. Yes Tenshinhan stopped Cell second form but that was not because of his power but the Kikoho attack that drains life force. And for the record nobody in dragonball got much stronger after that just because of training. Even Goku on his way to namek just got stronger because he abused the zenkai boost over and over.
We need to accept that those four are just humans their potential is way lower than the others. Muten-Roshi is over 300 years old and i bet he trained at least 100 years his base power was at 192 training does very little in this series.

I think Krillin having his potential unlocked and set in, by the time they were fighting Frieza Vegeta noted both Gohan and Krillin's power had continued to rise, some guides say he capped out at about 75,000 by the time he was facing Frieza. Which if so would be enough to best all the Ginyu Force save for Ginyu himself.
But later on I'd say Tien retakes the Number one Earthling, given the much dedicated mindset Tien has and a ready sparring Partner in Chiaoutzu(For whatever that's worth). Tien could make consistent gains. While Krillin is sort of funny enough like Gohan, who had his power unlocked, but with other priorities and distractions and just not feeling the whole life of training thing, he's squandering his potential, where if Krillin trained on the level of Tien consistently then for all intents and purposes he should be stronger going forward

I may have a bias for Krilldog, but you didn't mention the fact that Tien got ragdolled by base Gohan in the fight before ToP. While Krillin made Goku turn super saiyan. The holding back point isn't really working when someone is transforming to continue the fight
goku turned blue to see how krillin would react fighting an enemy that was orders upon orders of magnitude stronger than him. also krillin could not feel the power difference, since pretty much nobody can sense god ki, so krillin didn't know how much goku was holding back.

SAIYAN SAGA: TIEN
Though they are both fairly close in power the Daizenshuu does say Tien had a slightly higher power-level when they fought Nappa than Krillin. However this can be up for speculation because all the Z-fighters were supressing their true power-levels, so their full power is unknown. What is known are their feats during battle against Nappa. Tien is the only fighter to engage Nappa, for a substantial period of time, alone, and with one hand. Though he is getting beaten, he is still fighting to the point Nappa says he's a "tough bastard". Krillin however mostly fights Nappa in a duo with Piccolo, therefore appearing stronger than what he actually is. Tien is brutalized far more than Krillin and takes more damage, yet stays in the fight until he kills himself. Krillin takes some damage but is later knocked out by the shockwave of Nappa's blast, which is not as impressive as Tien durability.
Both Tien & Krillin nearly kill Nappa in their own ways. Krillin's attempt is impressive but it mostly plays on Nappa's stupidity and lack of knowledge of the Destructo-Disc, once Nappa realised how it worked, it posed no threat to him and was easily avoidable. Tien however nearly kills Nappa with raw power, Nappa is able to avoid it but does suggest afterward that it would've killed him had he not seen it coming, and even Vegeta is in shock of how much power Tien had. So even though Krillin's attempt was good, it was more him trying to outwit Nappa, while Tien was just going to annihilate him with sheer power, which I find more impressive.
NAMEK/FRIEZA SAGA: KRILLIN:
Once Krillin & Gohan get their potential unlocked on Namek, its suggested their power-level is about the same as Vegeta's was in the Saiyan Saga when he was on Earth (give or take) So if that is in anyway accurate that puts Krillin far above Tien at that time. Unless you count filler which in that case Tien is far stronger than Krilliin because he fights two members of the Ginyu-Force simultaneously and defeats them both on King Kai's planet, but in actual canon Krillin is stronger.
ANDROID/CELL SAGA: TIEN
After the three year preparation for the Androids it's unknown who's stronger, but I believe the story indicates Tien is stronger. When Yamcha is punched through the chest by Android 20 the first three people on the scene are Goku, Piccolo, and Tien. They are also the three that fly off to fight the Androids in the desert, which could mean nothing, but to me suggests those are the three strongest amongst that group (bar Vegeta & Trunks of course)
But undoubtable the greatest feat Tien has is his performance against Semi-Perfect Cell. Krillin's punches didn't even make Semi-Perfect Cell flinch, he just stood there and smiled. So the fact Tien could forcible hold Cell down and smash him into the ground over and over like that is not only the best thing Tien has ever done, its one of the impressive moments in DBZ. So in that moment Tien is far above Krillin.
BUU SAGA: TIEN
Seven years after Cell, Krillin has retired, its unknown if he's stronger or weaker than he was in the Cell saga, most likely Krillin has regressed rather than increased in strength. Tien however has gone into isolation, during that time, to do nothing but train. So its safe to assume Tien has increased in power, while krillin has probably decreased. Krillin is able to charge Super-Buu and stall for about 5 seconds, which is ultimately futile, but it is something. Tien on the other hand is able to deflect Buu-Tanks' blast saving Gohan, which is actually very impressive considering Buu-Tanks is stronger than both Ultimate Gohan & SSj3 Goku. So I believe Tien is stronger during this period.
All in all I believe Tien is stronger than Krillin, despite popular opinion. In pure martial arts he was able to defeat Goku in a competition, and when it comes to power levels and feats 90% of the time his are better than krillins. Anything past DBZ I don't care about because DBS is trash.
I saw it makes sense because the the way I see the potential unlock stuff is its both a in the moment buff and an over time one. Where they can train less and still get better results. That's also why I think Gohan got stronger than goku in the chamber.
I would definitely say that Guru boost kinda pushed Krillin to the front for a time but yeah Tein just trains much harder and after Cell Krillin hardly trains like I'm pretty sure he kinda became more of a family man during the 7yr gap and has a job and family keeping him occupied while Tein spends most his free time training idk how big the gap was in their power, lf not Cell Saga, the Buu saga should be where Tein caught up but he did have a good moment with semi Cell but that wasn't normal ki Tein was using either.
But personally I just find hard to believe the humans can be on pare with final form Namek Freiza, alot of fans seem to over hype their power like Namek Krillin would need a x1000 boost be be on par and I just find it hard to believe the humans can get that strong training by themselves without some godly/Devine master especially Krillin and Yamcha with how little they train, them hitting the 1 mill mark kinda almost seems little farfetched to me, idk if I'm just underestimating them but with how little some of them train or their method of training ans no bs alien benefits I kind find it hard to understand.
But if they end up getting some new form in Super, they will magically be caught up, i like the series but their power scaling/system is a mess and inconsistent.

Making sense for DB isn’t really relevant (because Lord knows you are right, it doesn’t make sense) but it’s straight up Word of God that Krillin is the strongest full human. That’s really all there is to it. There is very very very little Toriyama has ever definitively stated about power levels in DB, cause he doesn’t really care like the fans do, and yet has stated multiple times since 1994 in statements and interviews that unequivocally Krillin is the strongest human. I don’t know why, it’s not like Krillin would be less popular or get less screen time if he wasn’t, but AT days he is.

Krillin killed 3 Saibaman at once and nearly killed nappa if he didn't dodge the kienzan. Whilst Tiens ultimate didn't do shit to Nappa.
When he got his potential unlocked by guru he kept on getting stronger over time (it is not head canon it was stated by Vegeta and proven by his performance against Ginyu Goku and Frieza), he was able to fight on par with ginyu goku who had a power level of 23,000, and by the time he fought with Frieza he could have handled all ginyu force members minus ginyu.
He survived getting impaled by Frieza in his second form and managed to hold him off until gohan could get healed. All the anime only stuff on king kai's planet from Tien is not canon and can't be taken seriously. If you wanna take Anime bs seriously then Krillin survived fighting Kid Buu in otherworld there you go.
The overall narrative heavily implies that Krillin is the strongest of the dragon team just behind Piccolo. Keep in mind Krillin trains with Android 18 while Tien trains with Chaitzo lol

@@QaamansLand I was looking a bit into it and I think I found it but it seems it was never said by Toriyama, but apparently the 4th Daizenshuu (and I guess a couple of the DVD set booklets?) mentions Tien being descended from a race of aliens.
Sadly can't find a scan of that part so all I got is seeing others mention it and the DB wiki (yeah I know you gotta take anything from there with a grain of salt) so it could be some bs that just stuck around in the communities mind.

At the beginning of tha saiyan saga Tien and Krillin had an official PL of 250 and 206, making Tien 21% over Krillin in pure PL, after training with Kami and individual training their official PLs were 1830 for Tien and 1770 for Krillin, Tiens advantage was reduced to just over 3%. The gap closing between these 2 has always been shown in the official PLs published and it was only natural to lead to Krillin getting stronger eventually because that was the trend shown. The training argument is pretty dumb because while Tien was shown training we never saw him do any special training that would severely enhance his PL, he never tried to master the Spirit Bomb or Kaioken, it mostly seemed like he did the same thing each day which would lead to the point of diminishing returns eventually. Another perfect example of this is of course Goku and Vegeta, while Goku did train less and always stressed about not torturing your body Vegeta has always trained more and more relentlessly, during the saiyan Saga base Goku has been inferior to base Vegeta and after that Vegeta has never been able to fully match Goku even with the Majin magic. Another perfect example of training not actually mattering more than potential in the series is Gohan (I dont need to say more).
Tien is a cool character but how he got completely shafted in Z is quite baffling.
It makes sense for killing to be stronger, he has trained more and he has been around the strongest z fighters more, not to mention he trains with an Android wife now, Tien was stronger in the beginning but krillin has surpassed him
I think from the Namek Saga through the end of the Cell Saga, Krillin was stronger than Tien because of his potential unlock from Guru in combination with training. However, during the 7 years of peace after Cell, Krillin obviously slowed down on his training to be a family man, while Tien continued training then entire time. So by the time of the Buu Saga, I think Tien became the strongest human again.
Of course it's all irrelevant by the end of Z because Uub shows up and he has all the potential power of Kid Buu (not to mention if we use DBS, he has the God Ki of Grand Supreme Kai). At that point Uub is the strongest human.
You forget that Tien was forcing back Semi Perfect Cell, that feat clears any debate whether Tien is stronger than Krillin, Krillin was getting smoked by imperfect Cell Tien was able to push back his 2nd form

If you go back to Dragon Ball, Roshi says the Tri-Beam itself amplifies the user's power, but it comes at the risk of killing the user. I think it was more so the technique than Tien's base power. If Krillin knew the Tri-Beam he could have done the same thing in that situation.

If Krillin made a Spirit Bomb like Goku did against Buu, the bomb would have still killed Buu, but that wouldn't make Krillin stronger than Goku.

One frequent argument I've seen on forums is that at one point when Krillin's daughter was worried about him being gone, Yamcha said Krillin is the strongest human on the planet: As if 1) he'd actually know, and 2) he's consoling his friend's daughter, he likely would have said the same thing to to any child on the Dragon Team to make them stop worrying.
I've never seen it as a matter of training or raw strength. Look at how Tien fights and the techniques he uses. He killed himself using the Tri Beam against Nappa, almost killed himself again the same way against Semi Perfect Cell, absolutely wrecked himself in the Budokai fighting Goku, the Evil Containment Wave against King Piccolo, etc. He's a reckless fighter who knows powerful moves that also endanger himself. Krillin relies way more on strategy and quick thinking instead of sheer force, knows when not to bite off more than he can chew, and has less risky techniques (Kamahameha, Destructo Disk) with fewer drawbacks. You can say Tien is stronger from the pov of power levels and scaling and so on, but Krillin is clearly the better fighter.

In my opinion (honestly its kinda certain) krillin surpassed tien and all humans when he went to namek. He was the best martial artist probably for a good long while before that cause he finds a way to be useful long after his power lvl is weak and left behind. I think him and tien are close in the saiyan arc but namek set him apart

I think that Tian just has dark powerful techniques, but Krillin is has higher power level. When Tian was holding Cell down, he was shaving his own life energy to do so, Krillin only uses his power reservoir, and can only exhaust himself, but Tian can kill himself in process of his attacks. Krillin surpassed Tian already in Nappa fight, his beams were weaker, but overall performance much better matched with Piccolo than Tian. So what I mean is, it is not the power level that makes Tian dangerous, it is the nature of his attacks. So.. I would say.. Krillin is the most powerful earthling, Tian is the most capable earthling what comes to attack.
