Looks like some sort of alarm is going off (red light might indicate overheat or lack of oil pressure), the engine probably has a protection system to shut it down like that
I had a Johnson that did the same thing. The sensor was burned up that was located in the shifter box, so it wouldn't beep when it started overheating. I put a new water pump on it and replaced the sensor and haven't had a problem sense. There's a built-in in rev limiter system built into most modern outboards to prevent them from getting hot and blowing the power head. Cheapest thing to try also. mine acted just like that, even though it was pumping water out of the water spout. You can you UA-cam search on instructions of how to change water pump in the lower unit of your motor. Hope this helps. The guy asked earlier if it was overheating, I think he's right. Give a try and see if it helps. I've never done it, but supposedly you're supposed to change them annually. I never put but a few hours a year on mine, due to work schedule. Good luck. I don't think so, I think it's a faulty sensor, but don't know how to prove it.
