Cook the noodles until just al dente in hot water and then shock them in cold water for texture, strain and fluff. Less butter, more garlic cooked less, mushroom powder instead of salt, a touch of MSG and definitely some soy sauce. Also just don’t stir you need to use a wok and make the noodles jump and toss. Just got back from SF for the first time and went to Perilla just for those garlic noodles with five-spice chicken. It was amazing! Definitely want to get it again when I go back.
Omit the soy sauce and use Golden Mountain sauce instead. I also add just a dash of Maggi. Make sure you use fresh grated parmesan from Italy. I just use 2 teaspoons of fish sauce, 1 Tbs "Lady in the boat" oyster sauce, 1 TBC Golden Mountain. The noodles you used are fine. Finish with a sprinkle of chopped scallions

Freshly grated parmaggiano reggiano. that whitish powder looked like kraft cheese dust. kill thev soy sauce, use oyster sauce. it'll give you that sweetness you're seeking without overdoing the salt. And heat your pan to decent level, so the noodles dance. heat will caramelize and increase the flavors
Sorry sacralidge. This dish should only be served with seafood and NOTHING five spice. This isn't a Chinese dish. BTW. I've eaten at Perilla before. Super good, however they are just trying to make their garlic noodles stand out in a sea of copycat dishes in SF

Soy is a theme in all of them I’ve seen, and I use worstishire instead of fish, but it has fish in it,,, cheers🎉
Some fried Schrimp and scallops would be a great addition.
