Of course the cops can't do anything, it's a civil matter, Once you signed that contract it becomes a civil matter, You have sue him and once the lawsuit is over and he's found to have scammed you then they can arrest him.

You can sue in federal court. Free lawyers online like letos law. Its a specific law they break if they do something else with the money intended for. Its grand felonies!!
