“Agonal breathing is a sign that a person is near death. It's also a sign that the brain is still alive.”
“What Should You Do if You See Someone With Agonal Breathing?
The first thing you should do if you witness someone experiencing agonal breathing is to call emergency services. The type of first aid needed will depend on what is causing the agonal breathing.”
“Agonal breathing is an extremely serious medical sign requiring immediate medical attention, as the condition generally progresses to complete apnea and heralds death.”

Officer Krueger lacked probable cause to arrest Ms. Rodriguez.
Liar.
Officer Krueger lacked probable cause that Ms. Rodriguez had, with criminal negligence, interrupted, disrupted, impeded, or otherwise interfered with a peace officer while the peace officer was performing a duty or exercising authority imposed or granted by law.
Texas Peace Officer Krueger lacked probable cause that Ms. Rodriguez had, with criminal negligence, interrupted, disrupted, impeded, or otherwise interfered with a peace officer while the peace officer was performing a duty or exercising authority imposed or granted by law.
The two female officers were apparently preserving the peace. They were walking around the area where a pick up truck, that had been involved in a hit and run, was about to be loaded onto a tow truck. Ms. Rodriguez did not, with criminal negligence, interrupt, disrupt, imped, or otherwise interfere with the two peace officers performing the duty, imposed by law, of preserving the peace.
It is the duty of every peace officer to *preserve the peace* within the officer's jurisdiction. See Texas Code of Criminal Procedure Article 2.13.
