I like Penguin in this game. He's so one-note and lacking in self-awareness it's funny. It's especially present in these tapes where Strange is practically toying with him and he doesn't even know it.
It's very interesting how characterizations of the penguin seem to have gone in two different directions. Sometimes he's a well-spoken tinkerer who keeps his criminal habits under wraps, even then being quite affable and others he's a gruff, petty man with little education and a penchant for violence.
I can't believe he doesn't know what that is though what is actually funny is that the real Napoleon is 5'7 tall and Penguin is shorter than that around 4'10.

True, but to be fair, everyone in Gotham has a bone to pick with the Waynes. They always pictured them as higha and mighty, better than everyone, messing with everyone's lives. Somethings proven to be right in the TellTale series, and some generous things the family has done was overlooked by what they were most despised for.

And the next, peace is declared. It would have made more sense to sell narcotics and establish protection rackets.
