Well I'll have to admit that when I was 16 years old I was a bandit one time. I got away from a motor cop. Years later after I became a police officer I told the guy that it was me. He laughed and never had any bad feelings. But again that was 46 years ago. Times were different and the police were more understanding, unlike today taking it personal.

It's in Washington state and I live there but it was illegal when the vid was filmed but now it's perfectly fine
Washington State cops are pricks, especially in King County. No shock that they didn't give you a warning, they'll take your money any chance they get. Honestly, I pity anyone stuck dealing with those self indulging pricks. I'm so thankful I moved away for work, to this day I still freak out when I see a cop because of dealing with those types of cops growing up and it's been over 10 years since I moved.

Given the date I believe he was thinking of Washington Second Engrossed Substitute 5623 which specifically would allow for motorcycles to use the left shoulder during dense traffic (at 10mph or less over the flow of traffic, and incidentally this version did not allow lane splitting). Basically just lets us get by so we don't cook or get dumped on by that unreliable PNW weather.
He could have also been thinking of previous versions, the earliest proposal was full on lane splitting + shoulder use and it's been back a few times getting stripped down more and more. Still hasn't passed in any form though
