Europe can't just rely on sanctions. They need to help Ukraine target and reach critical infrastructure like cargo shipping and factories. Make it so that Russia has nothing to export.
For one thing, Europe just doesn't have enough of such weaponry, most of what the Ukrainians could have used and we really don't need has already been sent. For another, you underestimate the scale of even the abysmally dysfunct Russian economy. They probably have thousands of cargo ships and factories. No way no how you can destroy even a significant portion of this stuff with cruise missiles. Lost to Britain and France in 1856, lost to Japan in 1905, lost to Germany/AH in 1917, lost to the Poles in 1920, only survived WW2 with massive Western economic aid (including food and trains), lost to the Taliban in 1989. Freed the serfs after Crimean War, introduced the Duma after Russo-Japanese War, had a Bolshevik coup and civil war after losing WW1, Soviet Union collapsed after losing to the Taliban. Great track record for a 'major power' (good thing you didn't say super power).
