Most guilds do not have dues but trading guilds typically will have weekly dues, which is an amout of gold you pay to be apart of the guild. This goes to keeping a trader in major cities or assisting with the guild hall. Typically you can make the gold back through posting items for sell on the guild trader.

You are welcome to leave the message blank, but putting something there as to why you want to join the guild helps get your application accepted.

I don't think there is a way to look it up by name. But you just need to filter by the type of guild then look through the Guilds.
What if I'm guildty of war crimes against tamriel? Could I still join one?
There is probably a guild for that. If not make a guild!
