He was actually featured in-game, as he was mentioned by the narrator and shown in a video clip which he breaks Steve Austin's neck. WWE barely even mentions Owen Hart due to a beef came out between Owen's family and WWE. It was impossible to have him in the game at the point.

These aren't all the DLC's. Some are missing. Where are Stone Cold Steve Austin and Paige, for example?
