Lots of reasons to do this drill. I like the idea of making the athlete realise the role of the outside arm. It's got a particular job to do and a particular way to do it. Also its good to do the inside arm after this to show what role that plays. Then combine the two for "normal rowing". As I say there are other reasons too, but I always reckon the rower should be conscious of the interplay between the various parts of their body, the oar, water and how these all affect boat movement.
