Irony In india is that a person will have to clear UPSC exam after completing his/her "graduation" to become an executive who implements laws made by legislators who hardly have any profound educational qualification. Such an IRONY.

Its ultimately decided by the parliament itself.....the president of india has very limited role in using his discretionary powers.....its ultimately the U COM or the parliament who takes the decision...but the decisions are made in the name of President of India

UPSC is successful in a way that they have done what they were supposed to do i.e to select the sharpest brains. However it is unfortunate that after selection the same people end up exploiting their powers and becoming the most corrupted officials. If all the bureaucrats actually start working in a dead honest and fair manner, corruption can be eliminated from the system.
