About your comment about vigor being hard-capped at 60, don't all stats hard cap at 99?

He means that at a certain level of any given stat you will start getting diminishing returns. For example vigors soft cap is 40. Level 1-40 will give you 25 health per level up to 50 health per level. But once you hit 41 vigor it drops back down to a 25 health increase and after 60 it becomes more and more useless
