You probably trigger most of your focus fire based on trace shot and/ or arc shot, but like the other commend said, dragon piercer only trigger when wound is one of the target
I see they still haven't coded endemic monsters to run from fights. If i were a small grazing herbivore, i'd be high tailing it as far away as I could from the living rail gun. Likely not hard at all to code, in fact they already have it for monsters, just reverse the code from "move towards hunter" to "move away from large monster"

You have to have arc shots in the monster when you perform focus fire on wounds

The actual answer is because he's using the focus fire only when there is a wound available on Rey. Without a wound, you won't get the DP.
