Unfortunately this DTC Scanner is only able to see permanent stored codes on the main ECU (Body Computer) and some other ECUs directly connected however newer cars have a lot more ECUs and maybe the scanner is able to see that there are errors but isn’t able to access the other ECUs.
No, this is an OBD2 code reader which only applies to 1996 and above. Your car is/was 1988 so it's probably OBD1 pirt so you need to find a scanner that can read pre 1996 models.
