      I live in Norfolk for context. “Safest” area in VB would probably be Lynnwood or Great Neck but you pay for it.

    So almost every neighborhood you mention is in kempsville. Kempsville is over populated, traffic is insane, and drainage is an issue. Kempsville has gotten affordable for a reason.
