tbh a lot of electronic producers don't get the praise they deserve when it comes to flipping samples. Some of the most creative flips I've heard came from the electronic world
Daft punk aren't really software producers. Sonny reversed sampled and chopped his old acapella, put it over a set of original chord progressions. Daft Punk just takes chord progressions from other artists. Skrillex crafts pretty much everything from scratch. I do give daft punk credit for their sound design though, especially the bass line midway through "da funk".

Skrillex did it for fun, but many artist, like the chainsmokers are trying fit into the fad. Skrillex was one of a kind in every way, and everybody wanted to copy him. He didn't try to fit in, but created a perfect hybrid of hardcore music and electronic to his liking, which branded a completely new definition of dubstep, he likely didn't intend.
Honestly I doubt he had the flip planned out ahead, he probably had the chops in pads or keys and started messing with them until he found a cool pattern to use.
