I have a question about time tracking. Do we start tracking time when we receive the brief and begin learning the job, or only when we start executing the work?
I have an offer for a Paid Ads job and I need to understand what they need, set up the ad manager, analyze the ad visuals, create an ad strategy, execute the ad, and create an ad report.
Would it be appropriate to start tracking time when I am still in the “understand what they need” phase?

Your tracking begins once you begin working on your computer for the client, including every meeting you have with them provided an offer has been sent to you.
Ideally, a client will only send you an offer letter after you both have discussed the specifics of the job (else if you have not had any discussion with the client, you may want to check their details, whether they are payment verified, new to Upwork, etc. just to be sure it is not a scam job)
Once a client sends you an offer, they are convinced that you are the right fit for the job and from that moment, you can start tracking every minute you spend on the client's job, every effort you dispense is worth some penny.

how can i work with 2 different clients in 1 computer in different time spans on upwork. Please guide 😞

You can this by working on one project per time. If you intend doing both jobs at the same time, it would be impossible because the tracker only allows you t track one client's job at a time and while on a client's job, make sure you are not doing another client's job, lest the timer takes a screenshot that may implicate you eventually.
So when you want to track a client's job, open your tracker to the home section, and choose the particular client you want to work for, when you are done, you click on the arrow icon at the top left edge of the tracker to take you to the home section where you then choose the option of the next client you wish to work for
