It's because he made a promise to Toriel not to hurt the human. He is very angry at you when you kill Papyrus, but he takes promises very seriously, I guess. He actively admits he would have killed you long ago if not for that promise

Frisk and Chara use They/Them pronouns. Toby confirmed it. Please be respectful and use the correct pronouns for Chara and Frisk next time?
