I just felt that... Those who lives near the port,shall get pretty tired with these alarms. As i saw it was another 2-3 ships around at that very moment. And I believe they do this before every sailing? Wouldnt that be like a few times a week. Imagine working shift-trying to sleep when the ship decides to sound their alarms :p
This is the emergency horn, it is 7 short blasts followed by two long blasts to sound the call for an emergency/ emergency evacuation. If any ship was to hear this loud horn they would need to rush to help by law if they can. Its just really cool they practice it in port. I wouldnt know what to do if they did this on my cruise :0

It does this every time it leaves port. it is the safety drill that they do every time before it leaves.
